Expertise France in Cameroon

Expertise France has been operating in Cameroon since 2002. It has managed to build a relationship of trust with both the Cameroonian authorities and the technical and financial partners established in the country.

Expertise France develops actions which have a strong impact on poverty reduction and for sustainable and inclusive growth in the country, in line with the Government of Cameroon’s priority directions for development.

It contributes to the implementation of the Public Finance Specialisation Programme in Cameroon, by capitalising on its experience in supporting the creation of finance institutions. This programme came about through a partnership between the Ministry of Finance, Ministry of Higher Education and University of Yaoundé II, which aims to meet the need to build the institutional capacities of administrations in terms of public finances.

Through the Debt Reduction-Development Contract (C2D) between France and Cameroon, Expertise France mobilises technical assistance to support capacity building for the Ministry of Agriculture and Rural Development and Ministry of Livestock, Fisheries and Animal Industries, in partnership with IRAM.

In response to the needs of Cameroon’s population in terms of access to health services and their quality, Expertise France mobilises public expertise in order to support health and hygiene systems, under both North-South hospital partnerships and the 5% Initiative. Between 2011 and 2016, Expertise France supported Cameroon’s Ministry of Public Health under a programme to support the decentralisation of HIV care. The agency has contributed to technical and human capacity building for 13 Approved HIV Treatment Centres (ATCs) and some 60 Care Units (CUs) in order to improve the effective care for HIV/AIDS patients.

Cameroon also benefits from multi-country projects led by Expertise France in the field of mobilising diasporas (MeetAfrica project), public-private partnerships (Initiative France-World Bank for public-private partnerships), support for strengthening health systems and the fight against pandemics (OPP-ERA project and 5% Initiative), and security (GoGIN, NRBC Centres of Excellence initiative).
