Serving development and fighting inequalities through quality statistics (Project Lab)

This panel discussion will discuss current challenges statistics systems confront linked to new ways of accessing information. Panellists will give their perspective from different regions and institutions and will discuss what is behind the data, in terms of human resources and in terms of technology. Discussion will certainly allow to open a fruitful debate on more effective approach for development cooperation through a particular attention to statistics.

Universal social protection: From poverty to inequality (Lab Debate)

The global poverty rate fell from 36% in 1990 to 10% in 2015, or by a billion people. At the same time, inequality rose across the world, particularly in China and India, which have driven the decline in global poverty. Social protection is playing an increasingly important role in reducing poverty thanks to higher coverage, better programmes and greater financing. However, social protection’s potential as a mechanism to reduce inequality is under-utilised, even though it is widely accepted as a key component of inclusive growth strategies.

Organised by SOCIEUX+ with OECD, this session will explore not only whether the time is right to expand the focus of social protection to include inequality and achieve SDG10 but also how unlocking inclusive growth through universal social protection might be key to lasting prosperity for all.

Inequalities in the labour market: new challenges ahead in EU and Latin America (Project Lab)

Practical information: June 18th - 9.30AM - S4

In this Project Lab organised by EUROsociAL+, with the contribution of high level experts in social policies in Latin America and Europe, we will focus on the inequalities that characterize the labour market, faced by both regions. The session will pivot around three axes:

• Contextualization of the state of inequalities in the labour market (with special emphasis on how they affect women and young people)

• Scope and limitations of public employment policies that the UE programme for social cohesion in Latin America, EUROsociAL+, has accompanied for the reduction of these gaps

• Challenges that development actors must face in the future.

Issues: IV industrial revolution, access to employment, precarization, salaries, social dialogue instruments, polarization high / low qualification, generational gap,  investment in future workers´ transversal skills training.

Role of international cooperation: enabling new responses for inclusive growth (High-Level Panel)

With: OECD, European commission, Eurosocial+, CEPAL/ECLAC

The main objective of the session will be to facilitate a reflection on the new role that international cooperation under Agenda 2030. As countries transition to higher levels of development, the focus of international cooperation progressively shifts from the volume of financial resources, to its capacity to enable synergies, multilateral cooperation and innovation.

The session will help assess the potential of international cooperation to offer customised responses to constantly evolving development realities and the possible challenges to this shift in focus. EU’s Regional Cooperation with Latin America will be used as an example for rethinking existing structures of cooperation.

The panel is structured in two parts:

 • A first dialogue where Stefano Manservisi (EuropeAid), Alicia Bárcena (ECLAC) and Mario Pezzini (OECD Development Centre) will talk about the evolving role of international cooperation as partner countries move towards higher levels of development, with a special emphasis on EU and Latin American relations and Chapter 5 LEO 2019 - Development in Transition.

 • A second dialogue dedicated to Latin America, where the representatives of the invited countries will discuss the role of international cooperation and in particular the EU, from the perspective of the countries in transition.

In addition, the EUROsociAL+, EUROCLIMA+ and AL INVEST regional programmes will reflect on their relevance in this new scenariofrom their capacity for policy dialogue and putting the agenda into practice.

Practitioners' Network: Working Better Together: Good Practices in Joint Implementation (stand 43)

The stand centres on the EDD19 theme Working better together through more effective policies to address inequalities. It showcases a number of projects, including EUROsociAL+, that illustrate how maximising partnerships between European Development Agencies through joint implementation can enhance development results, and therefore address inequalities while contributing to the achievement of the SDGs. The stand will provide insights into joint programmes in different areas & regions, using various types of modalities & showcasing how common effort by European expertise can make a difference in practice.

QUDRA: Resilience - Self-reliance- Strength - Dignity and New Beginnings (stand 62)

The crisis in Syria resulted in a complex political, security, and social crisis directly affecting Lebanon, Jordan, Iraq, Turkey and Egypt. These countries cannot cope with this enormous challenge in the medium to long term without substantial support from the international community. Syrian refugees face challenges when it comes to protection, access to public services, education and the labour market. At the same time IDPs and vulnerable host communities also need support to overcome inequalities. Technical and vocational training as well as school education and opportunities for dialogue and exchange are therefore central elements for refugees’ participation in host communities and for their reintegration in a post conflict environment.

EUROsociAL+, the EU programme for social cohesion in Latin America (stand 67)

EUROsociAL+ is an EU Programme that promotes the improvement of social cohesion levels, and the reduction of inequality gaps in 19 Latin American countries. This Programme is coordinated by DG DEVCO and implemented by a consortium led by FIIAPP in joint coordination with Expertise France, IILA, SISCA / SICA. EUROsociAL+ is entirely financed by the European Union.

EUROsociAL+ is a cooperation programme between Latin America and the European Union which seeks to contribute to improving social cohesion in Latin American countries. It focusses its action on the areas of gender, governance, and social policy.

EUROsociAL has been supporting the reduction of inequalities and the improvement of social cohesion for more than 10 years. It does so by facilitating spaces for dialogue between public institutions that share their experiences and knowledge to improve their policies. It is based on a horizontal approach. Collecting demands, sharing them in a regional scope, and providing solutions adapted to each context, is the mechanism that articulates the work of EUROsociAL.

Sustainable, inclusive and climate-resilient development in Latin America (stand 45)

EUROCLIMA+ supports Latin American countries to implement their commitments to the Paris Agreement focusing on vulnerable populations

EUROCLIMA+ is Europe’s flagship climate change programme in Latin America, promoting sustainable and climate-resilient development. The Programme supports countries to implement their Nationally Determined Contributions (NDCs) under the Paris Agreement, to reduce emissions and adapt to the impacts of climate change.

EUROCLIMA+ has a strong focus on supporting vulnerable and disadvantaged populations, including rural poor and indigenous people, contributing to building a region which leaves no one behind.
