Mixed Migration Flows in Eastern Africa: Expertise France is continuing its support to public institutions

Expertise France has conducted, last October, a mission in Hargeisa, Somaliland, where activities of the AMMi project are being implemented. Financed under the wider context of the EU/Horn of Africa initiative on migration route (Khartoum Process), and implemented by Expertise France, this project aims at supporting efforts of national authorities in addressing issues related to mixed migration flows in the Horn of Africa.

Strengthening the Migration Response Centre

The project team met with Somalilander authorities from the Ministry of Rehabilitation, Reconstruction and Resettlement in the context of the support provided by Expertise France and its partner, the Danish Refugee Council, for improving the management and response to vulnerable migrants’ needs at the Migration Response Centre established in the capital city of Hargeisa.

The activities supported by Expertise France include:

  • The sensitization of national authorities on migration issues, capacity-building on migration management;
     
  • The awareness-raising for migrants on the dangers of irregular migration, the access to alternatives and referral;
     
  • The strengthening of the migration response centre through the training of staff, purchasing of equipment and small-scale renovations;
     
  • The conduct of mobile protection monitoring to inform migrants about the available services and refer the vulnerable migrants.

Capacity-building to combat human trafficking and smuggling

This visit also included consultations with representatives from law enforcement agencies and key ministries to pursue the initiated cooperation in view to reinforce the national response to fight against trafficking and smuggling.

Following the diagnostic phase and the first trainings held in 2016, Expertise France has developed in 2017 a network of professionals from immigration, police and judiciary services to enhance the cooperation among states and improve their ability to combat human trafficking and smuggling.

Expertise France has developed close ties with the Somaliland Ministry of Interior through the counter-trafficking coordination body “COHATUS/HAKAD” and the immigration department. Together, they assessed the current capacities in fighting Trafficking in Persons, managing irregular migration and ensuring adequate protection for victims of trafficking and vulnerable migrants and identify the training needs.
