RECOR II in Guinea: Training magistrates in French administrative language

On 1 August 2018, the diploma award ceremony was held for the training course on “The French of Public Administration” for magistrates of the Court of Auditors of the Republic of Guinea. This training was organised in the context of the RECOR II project, which aims to strengthen public accountability in order to give the State greater legitimacy and assist in setting up and building the competencies of oversight institutions in Guinea.

In June 2015, Expertise France, under financing from the European Union and French cooperation, set up phase II of the RECOR (Strengthening of Oversight Bodies) project. To meet a need identified during the project implementation, Expertise France asked the French Embassy in Conakry to conduct training sessions in the administrative language in French. 18 magistrates from the Court of Auditors of the Republic of Guinea consequently received a diploma in “The French of Public Administration” on 1 August 2018.

This award ceremony was held in the presence of Laurent Favier, Chargé d’Affaires at the French Embassy in Guinea, Philippe Barbera, coordinator at Expertise France on the project, Mohamed Diare, First President of the Court of Auditors, and Dr. Fofana, Minister-Advisor to the Presidency in charge of relations with Republican Institutions.

RECOR II: Over three years of cooperation with Guinean oversight bodies

This event is one of the last of the project, which reached completion at the end of August 2018, after over three years of cooperation with the oversight bodies of the Republic of Guinea.

Thanks to the experts mandated by Expertise France and a pool of local and regional experts, a number of expertise missions were conducted to help strengthen the institutional framework of the Court of Auditors and assist in setting up a structured oversight system, both at the organisational level and for human resources. Through the support for the operationalisation of the oversight bodies, the project has also assisted Guinean magistrates in conducting oversight on public bodies.

Expertise France’s support will continue via a new project which will start in September 2018.
