Strengthening the health system in Guinea: the European Union and its partners launch PASA2

The Support Programme for Strengthening the Health System in Guinea (PASA2) was officially launched on 21 November in Conakry by the Guinean Ministry of Health, the Delegation of the European Union in Guinea, the French Embassy in Guinea, the German Embassy in Guinea, GIZ and Expertise France. This new project, which is cofinanced by the European Union, Germany and France, aims to strengthen the governance of the health sector in the country.

The strengthening of the governance of the health sector in Guinea aims to improve access to quality basic healthcare for the population. This will reduce child mortality and improve maternal health, as well as the country’s resilience to epidemiological crises. In 2014, Guinea was one of the three countries the most affected by the Ebola epidemic, which was one of the most complex health crises in recent humanitarian history. “This new support from the European Union, Germany and France demonstrates our ongoing and joint commitment, alongside the Guinean health authorities, to strengthening the health system in Guinea”, said Josep Coll, European Union Ambassador to Guinea.

An improvement in the governance of the health sector is eagerly awaited in terms of financial management and human resources management, in order to increase the provision of quality healthcare and strengthen health infrastructure in the administrative region of Nzérékoré and in the two neighbouring prefectures of Kérouané and Kissidougou.

PASA2 is led by the Guinean Ministry of Health and benefits from a total budget of EUR 26.35m (GNF 272bn), including EUR 23m financed by the European Union, EUR 2.35m by the German Ministry for Economic Cooperation and Development (BMZ) and EUR 1m by the French Ministry for Europe and Foreign Affairs (MEAE)  and the Ministry for Solidarity and Health (MSS). The project implementation is delegated to Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and Expertise France, the German and French public international cooperation agencies. All the activities planned in this programme will be implemented between 2019 and 2023.

Following this national launch, the programme was launched at regional level in Nzérékoré on 27 November.
