The second edition of the International Technical Experts Days was held at the French National Institute of Public Service (INSP) from 31 August to 1 September. It gathered many of the members of the network of technical experts mobilised around the world. These meetings, which have become an annual event, were an opportunity for Minister of State Chrysoula Zacharopoulou to close these days and launch the portal for the mobilisation of international expertise. This tool has been developed by Expertise France in response to the growth of the mechanism and France’s new strategic directions.

In line with the orientations of the last Presidential Council for Development, a new ambition has been given to French expertise to strengthen the provision of expertise and develop the mechanism in the field. The aim is to promote new methods by placing research, innovation, evaluation and accountability at the centre of the Official Development Assistance policy, and encouraging the mobilisation of young people for international solidarity.

In light of these new commitments, the 2023 edition of the International Technical Experts Days closed with a key event for Expertise France: the launch of the “Portal for the Mobilisation of International Expertise”, a platform developed by Expertise France to present the main sectors of cooperation supported by France, promote the mechanisms dedicated to the mobilisation of expertise, raise awareness of mission opportunities, and assist potential candidates with their expatriation procedures. It was warmly welcomed by Mrs. Chrysoula Zacharopoulou: “During the Presidential Council for Development, the President of the Republic outlined an ambitious target of doubling the number of French technical experts deployed in the field. These experts are central to the new international partnerships we wish to build with all countries and on all issues. I welcome the launch of this Portal for the Mobilisation of International Expertise by Expertise France. It will showcase and facilitate these pathways and experiences which are an asset for France, for partner countries, and for the women and men who join in them.”

Content and functionalities for experts

The portal for the mobilisation of expertise primarily aims to provide a response to the questions of experts and their concerns: inquire, apply, and share!

In this respect, thematic sheets, videos featuring experts and a presentation on the key moments of technical expertise will allow them to familiarise themselves with the issues involved in international cooperation. This includes conferences and testimonials which will allow them to learn about the various mechanisms for the international mobilisation of expertise. Post-recruitment interactions are organised by connecting experts who will be able to showcase their mission and discuss their fields of expertise and areas of assignment.

“This portal is a comprehensive tool to support candidates for expatriation and experts throughout the mobilisation process, from learning about the strategies and expertise of France’s development policies to the interactions over the course of their mission” - Antonin Cœur-Bizot, Director of the Bilateral Cooperation and Mobilisation of Expertise Department at Expertise France.
