SOCIEUX+, EU expertise on social protection, labour and employment
Objective
SOCIEUX+: an accessible, flexible and demande-driven technical cooperation facility
SOCIEUX+ is a technical assistance facility in the fields of social protection and employment.
It aims to strengthen partner countries' capacities by contributing to better design, implementation and management of effective and sustainable labour and employment policies and social protection systems.
Its actions are based exclusively on the demands and needs of the partner countries' institutions, from which the project team can elaborate demand-driven solutions appropriate technical cooperation.
Peer-to-peer cooperation
SOCIEUX+ facilitates peer-to-peer exchanges and institutional cooperation between the EU Member States and its partner countries, by linking actors from different countries.
Within the framework of this project, Expertise France relies mainly on the skills of public bodies and social partners in the EU Member States, but also on the expertise of specialised international agencies, research institutes or universities.
In addition, it encourages triangular technical cooperation through the mobilisation of teams combining public expertise from the EU and partner countries.
Improving social protection, work and employment
The SOCIEUX+ project aims to reduce poverty and vulnerabilities, ensure people's income security as well as access to essential services and decent employment opportunities.
Since its creation in 2013, it has implemented more than 300 activities in 50 countries, with over 9,500 days of cooperation activities. Its intervention themes are among the key areas of the United Nations 2030 Agenda for Sustainable Development:
To ensure effective impact on the integration of cross-cutting issues, five priority themes have been identified:
1. Gender equality
2. Good governance
3. Environmental sustainability
4. Human rights
5. Inclusion of people with disabilities.

Developing knowledge to enhance capacities
A knowledge development strategy has been developed to share lessons and results with partners and stakeholders and to build on the platform's experience.
This strategy promotes learning at different levels:
- from a personal point of view ;
- on different actions;
- on an intervention topic;
- on a geographical area;
Several reports analysing the results and impacts of interventions carried out within the framework of SOCIEUX+ have been published.

SOCIEUX+ is a technical cooperation platform co-financed by the European Union (EU), France, Belgium and Spain. It is implemented by a partnership led by Expertise France, which also includes Belincosoc, ENABEL and FIIAPP.

1. How did SOCIEUX+ contribute to the strengthening of Ivory Coast’ social welfare?
Ivory Coast submitted a request to SOCIEUX+ in order to improve the social services provided by our 129 « social centers ». Present throughout the country, these centers carry out a variety of missions such as health monitoring, education and childhood protection. SOCIEUX+ experts enabled us to elaborate technical specifications, identify both our financial and organizational needs, and promote a new holistic paradigm among social center managers.
2. What is the added value of SOCIEUX+ experts?
They gave us a methodology and specifically a “know-how.” The managers of our social centers have acquired a work methodology that they now need to systematize and perpetuate.
