Project reference: Bahrain French Town Planning Initiative (BFTPI)

The Bahrain French Town Planning Initiative is a government-to-government agreement decided between HM the King of Bahrain and the President of the French Republic in 2014. A first technical assistance has been provided between March 2016 and March 2018 to give Bahrain a national and forward-looking territorial strategy, and urban design guidelines; a support to restructuring and strengthening the Authority; a concept masterplan for a portion of the waterfront in the heart of the island.

The overall objective of BFTPI phase 2 is to continue providing technical support to the Urban Planning and Development Authority (UPDA) to perform its mission, more specifically through:

  • Supporting the UPDA to take an institutional leadership role in urban planning issues in Bahrain;

  • Improving the dialogue with both public and private sectors to achieve a comprehensive and shared vision of the development in Bahrain;

  • Advising the UPDA to plan and prepare developments that are consistent with the national strategy;

  • Helping sound decision-making to get the strategy implemented.

Description de la mission

The account manager will be working with the top management of the UPDA (CEO and his Technical advisor). S/he will be responsible for translating technical needs from the CEO and his Technical advisor into operational terms of reference. In coordination with the Technical advisor, s/he will be developing all the activities per project alongwith the total number of mandays.

S/he will then refer to the pre-selectioned companies that will be in charge of executing the projects.

Besides, s/he will supervise and monitor all the projects and activities. For that purpose, s/he will be in charge of ensuring quality control, technical review, and mandays evaluation. S/he will report on project progress.

S/he will also ensure coordination in between the different projects and will raise up to the Technical advisor and the CEO, in a bottom up approach, any need for complementary activities and operational requirements, matching with the territorial strategy.

S/he will be based half time in Bahrain, half time in France, in order to ensure good  coordination both with the UPDA and the French partners.

Qualifications et compétences

We are looking for an expert who meets the following criteria:

  • The candidate will have at least a Master’s degree in urban planning and/or urban management, or relevant engineering, financial or economics degree;

  • Proven project management skills and ability to ensure timely adaptive action;

  • Ability to adopt a collaborative approach;

  • Ability to work well across cultural boundaries;

  • Fluency in written and spoken English/French is mandatory; fluency in Arabic will be a strong asset;

  • Sound interpersonal and communication skills;

  • Full computer literacy and full management of GIS softwares.

Expérience professionnelle

  • At least 9 years of professional experience on projects in urban planning and/or infrastructure development;

  • Proven experience of writing and producing project work programmes, terms of reference, work plans, mandays mobilisation, schedules and reports;

  • International professional experience in project management, preferably in the MENA region or GCC countries, and including at least three of the following: territorial/urban planning, transport and mobility, public private partnerships, urban renewal, water and sanitation and/or solid waste management;

  • Full proficiency in project management tools and techniques;

  • Good command of local administration mechanisms, urban policies and processes, including institutional and legal aspects, will be an asset;

  • Previous relevant experience related with the French public sector is an asset.
