Open Government: Publication of a guide on good practices in Francophone Africa

In the context of the #PAGOF project, CFI and Expertise France have provided a guide on good practices and successful experiences in Francophone Africa. It is the result of presentations, exchanges and reflection conducted during the first regional seminar.

During this meeting, which was held in Tunis in November 2018, some 180 people from administrations and civil society organisations in fifteen different countries discussed five thematic areas of open governance for two days:

• Facilitating the free flow of ideas through the right to access information;

• Addressing the challenges of transparency and financial governance;

• The new citizen participation frameworks;

• Advocacy for open government, finding your allies and convincing them;

• Involving innovation to build capacities and mobilise ecosystems.

This seminar provided the opportunity for a number of discussions and presentations of open government experiences and tools which can be supplemented and replicated in Francophone African countries. The guide is the result of these exchanges (available opposite, in French).

A resource to share “open gov” good practices

For each of the thematic areas addressed, it gives a brief explanation of the theme and of the eligibility criteria of the Open Government Partnership (OGP). Practical sheets summarise the tools and experiences presented during the seminar. There are also thematic links and resources (documents, manuals, guides, websites) at the end of the document.

This guide came about through the need and willingness to have exchanges in French on the successful African tools and experiences in the fields of open government and the OGP membership process and meets several objectives of #PAGOF:

 • At regional level, promote and share open government good practices and successful experiences in countries that are already members of OGP and those wishing to join it;

 • Create dynamics and a knock-on effect in Francophone African countries towards OGP and open government and, in particular, help them meet the OGP membership criteria;

 • Create a network of open government practitioners gathering members of civil society and administrations in Francophone African countries, who are united by knowledge and the desire to reform.

The project’s second regional seminar will be held in Abidjan in 2019.
