Vietnam: New Training Programme on the Digital Transformation of Administrations

Since May 2019, Expertise France has been assisting the Vietnamese authorities with the implementation of the reform towards e-government. In December 2019, this support was marked by the launch of the national public service portal and continued in 2020, almost entirely remotely. In this context, an online training-action system on the digital transformation of administrations has been developed. It is intended for Vietnamese officials and has been developed in cooperation with two French institutions, the École Polytechnique Executive Education and École Nationale d’Administration (ENA).

As part of a project financed by Agence Française de Développement (AFD), Expertise France is mobilising a team of experts that are providing technical coaching in expertise based on experience in the e-government of French administrations, as well as practical support for the implementation of the digital reform for the technical, organisational and legislative aspects.

A 100% online training-action system

One of the main focuses of the second phase of the project involves training officials from Vietnam’s administration in the technological, methodological and human components of the digital transformation.

A 100% online training-action system has been developed through close cooperation with two French institutions, the École Polytechnique Executive Education and ENA. It is intended for Vietnamese officials and comprises two formats: a live synchronous programme and an asynchronous programme combining SPOC (Small Online Private Courses) and virtual classes open to a broader public.

The first programme trained two classes with 20 managers, while the second was followed by over 300 participants from various provinces. The training modules target three additional themes: 

• Technologies for the administration

• Innovation with and for users

• Change management.

 

On 15 March 2021, the participants in the first class of managers trained synchronously by teaching staff located in Paris were given programme completion certificates during a ceremony held in the presence of the Minister of the Government Office, the President of the École Polytechnique Executive Education, the French Embassy in Vietnam and the Director of AFD’s office in Hanoi.

The synchronous training programme for the second class of managers, along with the asynchronous programme, will be launched very soon.

Digital technology central to democratic governance

During the first phase of this project to strengthen e-government in Vietnam, Expertise France supported the development of a national public service portal. Several French tools, such as the service-public.fr and FranceConnect portals, served as models for the deployment of e-government in Vietnam. A group of French experts subsequently worked closely with the Vietnamese Government to adapt this model to the Vietnamese context.

The digital reform of administrations is now an integral part of the modernisation of the State and public services. It is also an innovative development focus, with an increasing number of activities in the field of democratic governance.
