International migration and mobility are important drivers of human, social and economic development for the countries of origin, transit and destination. They are a central focus of the French, European and international political agendas. The adoption of an approach based on the “migration and development” nexus has gradually become the guiding principle of Expertise France’s action in this field. The objective is to strengthen the protection of the rights of migrants and unleash the development potential of migration, while responding to the challenges it poses.

SDG n° 10 aims to “reduce inequality within and among countries” by 2030 and promotes an informed governance of migration. One of its objectives is to “Facilitate orderly, safe, regular and responsible migration and mobility of people, including through the implementation of planned and well-managed migration policies”.

This inclusion of migration in the 2030 Agenda has come about through the recognition of migration as a powerful engine for sustainable development. It contributes to poverty reduction and can only be addressed through a multi-stakeholder approach (governments, States, civil society, migrants themselves).

The strategic priorities of the European Union and its Member States

Two Team Europe initiatives focus on the Atlantic/Western Mediterranean and the Central Mediterranean migratory routes. They aim to ensure joint efforts by the European Union and its African partners in addressing the migration challenges through a whole-of-route approach based on the following five areas:

  1. Legal migration and mobility,
  2. Protection and asylum,
  3. Prevention of irregular migration, countering smuggling and trafficking in human beings,
  4. Return, readmission and reintegration,
  5. Benefits of migration in terms of development and addressing the root causes of irregular migration and forced displacement.

The main lines of the European Union’s international cooperation fit in with the NDICI-Global Europe instrument and multi-annual regional programming documents, a version of which is published every year to define current European priorities and the amount allocated to each action.

AFD Group’s strategy :

AFD Group’s strategy for international migration aims to take action on the root causes of forced migration in its countries of operation.

AFD Group also aims to contribute to mobilising the diaspora in France. In addition, AFD’s visibility on the theme of “migration and development” has gradually increased among European partners and the European Commission. There are high expectations towards the Group on this issue.

Expertise France has a wide range of methods of support. They are complementary and make it possible both to address short-term needs and devise long-term support.

Some examples of projects

TADY – Tantsoroka ho an’ny diaspora in Madagascar

2022-2026 / €7 M / Agence Française de Développement

The project aims to create conditions conducive to the mobilisation of the diaspora for the socioeconomic development of Madagascar.It is based on the triad of Improving knowledge of the diaspora, Institutional capacity building and Local development.

The integration of a cross-cutting objective into this triad will support and promote the involvement of women from the diaspora and enable action on gender inequality in each component of TADY.

Regional programme for migration initiatives in Morocco

2020-2024 / €9 M / Agence Française de Développement

Expertise France is supporting the regionalisation of Morocco’s migration policy in the Oriental and Souss-Massa regions.

The project aims to align the Government’s migration policy at the central and regional levels, while ensuring it is properly coordinated with sectoral policies for economic and human development.
