Deploying French expertise abroad: the mechanism of international technical experts

Under France’s international cooperation mechanism, since 2016, Expertise France has been mandated by the Ministry for Europe and Foreign Affairs to manage long-term technical assistance missions.

A key cooperation tool

These expertise missions are a fully-fledged component of France’s Official Development Assistance and are a key tool for cooperation and bilateral dialogue and the promotion of French expertise.

The role of the experts mobilised under this mechanism – international technical experts – is to provide technical assistance and advice in France’s priority sectors of operation for official development assistance.
 

Working closely with partners

These technical experts are generally mobilised for renewable two-year resident missions, but also for short-term or ad hoc missions. They generally work on a daily basis with our partners abroad, with both national beneficiaries and in international or regional organisations.

The role of Expertise France: select and recruit experts, deploy them in the field and supervise their missions, and lead the network. The portfolio of international technical experts financed under this mechanism currently represents 140 positions, with the prospect of the number being doubled by 2023.
