Expertise France implements technical cooperation projects in fragile areas, both in the field of development and of security and State services. The agency offers a range of integrated solutions to meet the intersecting needs of populations in terms of stability, governance and sustainable development.

Expertise France contributes, through its action in the field, to the international solidarity and influence objectives of French and European development policies. Building on its experience in risky environments, the French agency for international technical cooperation develops and implements technical services with high added value in the fields of stability, governance and sustainable development.

The implementation of this type of services supports stabilisation efforts in sensitive regions, such as the Sahel, which face a multitude of economic, social, political and security challenges. Expertise France is convinced that peace and stability are the prerequisites for sustainable development and its action is fully committed to the rationale for the security-development continuum.

 

Integrated technical solutions

Expertise France offers a full range of services mobilising the best public and private expertise. The agency, acting as a lead contractor, is responsive to the needs of all stakeholders in the field and provides support throughout the project, including:

• The assessment of needs;
• The proposal of appropriate technical solutions;
• The monitoring of negotiations up to the establishment of contracts;
• The coordination of projects;
• The technical and financial monitoring/monitoring of the security mechanism;
• The representation with stakeholders.

 

Tailor-made solutions

The projects completed or under implementation are pilot projects characterised by:

Adaptation to needs in the field: geographical context, users’ needs, coordination with the chain of command, etc.;

The scalable aspect of solutions: services are adaptable depending on the development of needs and available technologies;

Capitalising on experience: the solutions implemented may be replicated or transposed in other areas.

 

Projects conducted in a partnership framework

In the context of the integrated projects it implements to support peacekeeping operations (PKOs) and, more generally, international security operations (ISOs), Expertise France brings together multifaceted skills and coordinates coalitions of both public and private actors who are recognised for their expertise.
 

Support to the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA)

Since 2014, Expertise France has been supplying goods and services to the United Nations for peacekeeping operations (PKOs). These projects, which are implemented in the context of framework agreements between France and the United Nations, have materialised in the supply of goods and services to MINUSMA via several Letters of Assist (LoA).

In this context, Expertise France implements pilot security projects for MINUSMA in the field of the surveillance of camps and secure communications.

For the implementation, the agency has partnered with large groups specialised in construction, defence electronics, transport and logistics and human support. It also relies on the French institutional network (Foreign Affairs, Economy and Finance, Defence) and has forged close relations with the United Nations .

 

Project to support the G5 Sahel Joint Force

The European Union has delegated the management of its project to support the G5 Sahel Joint Force to Expertise France. The project aims to contribute to the deployment of this Force and to supporting it via the provision of goods, services and works.

The EU’s support to the G5 Sahel Joint Force is today one of the main international contributions to the deployment of this force.

Appropriate project management framework

In close coordination with its network of public and private partners, Expertise France ensures the feasibility and quality of projects throughout the implementation.

An independant ex ante technical, financial and contractual analysis:
In the context of projects to support MINUSMA, this analysis was conducted by the Ministry of the Armed Forces and endorsed by the Ministry for Europe and Foreign Affairs.

Risk prevention and management plans tailored to the context of the operation:
Expertise France has adopted QHSE-S (Quality-Health-Safety-Environment-Security) and Incident and Crisis Management (ICM) systems and conducts regular reporting.
