The CoP 10 agreements far from being achieved
Following the 10th Conference of the Parties of the Convention on Biological Diversity (CBD-COP 10) organised in 2010 in Nagoya, the adoption of the Strategic Plan for Biodiversity 2011-2020 was considered a success for environmental diplomacy. As a result of a process mainly led by the CBD Secretariat with the support of the Japanese Presidency, the international community has succeeded in defining a common ambition – the 20 Aichi Targets – to “live in harmony with nature”.
Eight years later, scientific assessments and voluntary national reports show that the degradation of biodiversity has been increasing since 2010 and that pressures threatening it are not diminishing, in fact quite the opposite. Almost none of the Aichi targets will be achieved. The Strategic Plan for Biodiversity has shown weaknesses in the implementation phase partly due to the non-binding nature of the global targets.
A transformative post-2020 agenda to be defined at the Kunming CoP15 (2021)
During the next Conference of the Parties, which will be held in Kunming under Chinese chairmanship (CoP 15), it will be of crucial importance to define new objectives that are more achievable and realistic, more strategic and, in any case, measurable.
Beyond the signatories of the Convention on Biological Diversity, it is also strategic to involve all stakeholders concerned by biodiversity (civil society, economic stakeholders, communities, etc.).
The post-2020 Strategic Plan for Biodiversity will be the new foundation for implementing not only the vision for 2050 but also the SDGs until 2030. The Kunming agreement must therefore be both very pragmatic for the present and the near future and very ambitious in terms of strategic scope in the medium and long term. The present time is critical and timely to give a strong impetus to biodiversity, as was announced for climate in 2015 with the Paris Agreements.
As from 2016, the Conference of the Parties on biodiversity (CBD-COP 13 in Cancún) launched a diplomatic marathon in order to develop this new post-2020 strategic plan. This process was validated at CBD-COP 14, which was held under Egyptian chairmanship in Sharm el-Sheikh from 17 to 29 November 2018. On this occasion, Expertise France organised a side-event on 18 November to reflect on the lessons learned from the latest negotiations.
The support of Expertise France in the preparation of the Kunming agreements
As an evidence of the success of the Paris Agreements, Expertise France was selected by the European Commission to assist it in the preparation of CoP15, to be held in Kunming in 2021*.
To achieve this objective, Expertise France is developing a partnership strategy with various countries and influential observers, sharing the same ambition or having a compatible vision, and build a coalition of stakeholders for CoP15.
The agency especially works with key actors such as municipalities and local authorities through ICLEI – Local Governments for Sustainability, international NGOs as well as youth movements and organisations. Alongside the Global Youth Biodiversity Network (GYBN), Expertise France coordinates the #BiodiversityNeedsYouTH campaign for example.
Expertise France will offer technical assistance to more than twenty countries from all continents to support the process of defining country commitments.

*The CoP 15 was originally supposed to take place in October 2020 but was postponed due to the outbreak of the COVID-19 crisis.
