In August 2006, the members of the United Nations Security Council voted Resolution 1701 aimed at ending the Israel-Lebanon conflict. In addition to the ceasefire, the Resolution called for the withdrawal of the Israeli forces and their replacement by the deployment of the Lebanese Armed Forces (LAF) and the United Nations Interim Force in Lebanon (UNIFIL) in the south of Lebanon. In 2017, a new United Nations resolution endorsed this last point and noted the creation of a “Model Regiment” in the Lebanese army in order to increase the border controls of the LAF and strengthen State presence in South Lebanon.
It is in this context that in 2018, at the Rome II Conference, the European Union announced a series of measures to strengthen the capabilities of the LAF. One of these measures aimed to support the construction and equipment of the Model Regiment’s headquarters to allow its deployment and, in the long term, strengthen the presence of the Lebanese State in the south of the country.
Expertise France was appointed to implement the “Consolidating the Presence of the Lebanese State South of Litani River” project in 2019. The objective is to improve the stability, security and sovereignty of the Lebanese State by strengthening the deployment capabilities of the Lebanese Armed Forces in the south of the country.
More specifically, this project aims to build and equip the headquarters of the future Model Regiment, located in the town of Srebbine (South Lebanon). This will allow the regiment’s deployment in the area of operations of the UNIFIL and strengthen the joint LAF-UNIFIL patrols.

Au cours du projet, un poste de commandement de 6 000 m², capable d’accueillir 310 militaires, a été construit, malgré les contraintes imposées par la pandémie et la crise économique au Liban. Conçue à partir d’un bâtiment préexistant, cette infrastructure comprend toutes les fonctions et services nécessaires aux Forces armées libanaises en termes de commandement, d'opérations, d'hébergement et de logistique. Chaque étape du projet a été pensée pour maximiser l’efficacité opérationnelle des FAL.
Au delà de la construction d’une infrastructure, le projet a eu un impact significatif sur le développement du Régiment modèle et la capacité des FAL à gérer leurs missions de manière autonome dans le sud du Liban. Ces actions auront une incidence positive sur les performances de l’armée en général.
Ainsi, le projet a contribué à renforcer, non seulement la sécurité de la région, mais également la stabilité à long terme du Liban.
POCOREMO est le fruit d’une collaboration étroite entre l’Union européenne et Expertise France, visant à répondre aux besoins exprimés par les autorités locales.
Ce partenariat a permis de surmonter les défis logistiques et économiques suscités par les différentes crises au Liban, grâce en particulier à l’implication de la partie libanaise, l’appui du bailleur européen et le professionnalisme des entreprises.
Ce projet s’inscrit dans une démarche plus large de l’Union européenne visant à renforcer les capacités des FAL et ainsi promouvoir la paix et la stabilité dans les régions fragiles.
Avec la mise en œuvre de POCOREMO, le Liban franchit une étape supplémentaire vers une sécurité et une souveraineté renforcées pour bâtir un avenir stable.
