EL PAcCTO mainly aims to fight against organised crime by strengthening the institutions responsible for ensuring the safety of citizens in 18 Latin American countries.

Combating organised crime in all its forms


Launched in April 2017, EL PAcCTO aims to strengthen police, judicial and penitentiary cooperation at regional level, in order to strengthen the fight against organised crime in Latin America. This programme covers all 18 Latin American countries eligible under the Development Cooperation Instrument (Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Cuba, Ecuador, El Salvador, Guatemala, Honduras, México, Nicaragua, Panamá, Paraguay, Peru, Uruguay and Venezuela). It is the first EU cooperation programme in Latin America that covers the whole penal chain: police, justice and the penitentiary system.

Presented in December 2017, the EL PAcCTO annual Action Plan will set out the activities planned in 2018 in the context of this programme This Action Plan has been established on the basis of exchanges with beneficiary countries during the second half of 2017, and requests for support made by the Latin American countries involved.
 

An official launch event for the programme is scheduled in 2018, in the presence of most of the partner institutions and countries.

The programme is financed by the European Commission and implemented by Expertise France and FIIAPP, with support from the Istituto Italo-Latino Americano (IILA) and Portuguese Instituto Camões.
