The "IORA - Phase 2" project aims to strengthen the operational and project management capacities of the IORA General Secretariat, as well as support the action of the IORA in the sectors of marine debris, and Disaster Risk Reduction (DRR).
Strengthening IORA’s Institutional Capacity and Regional Governance
This component supports the organizational transformation of the General Secretariat of the Indian Ocean Rim Association (IORA), in line with the priorities expressed by the IORA.
Expertise France not only endeavours to identify the current opportunities and limitations of the structure, capitalizing on lessons learned and recommendations inherited from previous support (IORA Phase 1), but also to develop organizational scenarios adapted to the needs of the organization and their implementation, with the objective of improving institutional effectiveness, strategic planning and regional coordination across the Indian Ocean.
Implementation of the strategy on marine debris
In order to operationalize the IORA strategy on marine debris, Expertise France supports the partner in the implementation of its Strategic Framework of Action on marine debris in the Indian Ocean, adopted in November 2022, which covers the entire plastic chain, from production to waste discharged at sea. This component of the project focuses on promoting the blue economy as a source of sustainable and inclusive economic growth.
Enhancing Regional Resilience to Natural Disasters
In order to improve practices and behaviours in the prevention and reduction of natural disaster risks, Expertise France supports the IORA in the implementation of the guidelines on humanitarian assistance and disaster relief, as well as in the development of a mechanism to strengthen cooperation and interoperability with the objective to increase aid effectiveness.
