This project aims at supporting the civilian and military authorities of DRC in the elaboration and conduct of the security reform process (defence component), namely administration and management, in order to reinforce governance and Rule of Law, and fight against impunity and promote sustainable peace
(1) Assister le ministère de la Défense (MDNAC) dans la planification, la mise en œuvre et le suivi du Plan de réforme de l’Armée, notamment la modernisation du cadre institutionnel, légal et réglementaire ;
(2) Moderniser l’administration et optimiser ses moyens, notamment en matière de politique et de procédure des ressources humaines (du recrutement au retour à la vie civile), de gestion budgétaire, financière et d’achats publics ;
(3) Renforcer l’efficacité des mécanismes de contrôle interne et de redevabilité externe dans le secteur de la défense.

The closure of the Advisory and Assistance Mission for Security Sector Reform in the Democratic Republic of Congo in the field of defense (EUSEC RD Congo) was initially scheduled for September 30, 2014. In order to preserve the achievements and continue part of the activities carried out by the EUSEC mission, the Defence Component of the Security Sector Reform Support Programme (PROGRESS) was formulated under the 11th European Development Fund (EDF), with an overall budget of €25,000,000 for the 2015–2021 period.
Trois piliers
(1) Assist the Ministry of Defence in planification, implementation and follow up of the Army Reform Plan, in particular the modernisation of the institutional, legal and reglementary framework;
(2) Modernize the administration and optimize its means, in particular dealing with HR policy and procedures (from recruitment to return to civilian life), financial and budgetary management, public procurement;
(3) Reinforce internal control mechanisms and external redevability efficiency in the Defence sector.
