The project aims to contribute to improving the quality of the public service delivered by Jordan Civil Defence (JCD) for the population (hosts and refugees).

The Hashemite Kingdom of Jordan is prone to multiple natural risks and man-made hazards. The vulnerability of its population and its territory is exacerbated by the rapid and unplanned urbanization and the increasing occurrence of disasters related to climate change.

To deal with this, the Jordanian authorities have undertaken to reinforce the operational means and coverage of the territory by the civil protection services delivered by the Jordan Civil Defense (JCD), whose mandate covers not only the preparation and interventions for natural and man-made risks, but also “daily” relief operations for populations (accidents, fires, etc.).

Jordan Civil Protection: improving the quality of public services

The overall objective of the Jordan Civil Protection project is to contribute to improving the quality of the public service delivered by the JCD for the population (hosts and refugees) in Mafraq Governorate.

The project is structured around two components which correspond to its two specific objectives:

• building risk prevention and preparation capacities;
• improving the quality of the services delivered at local level and align the operational capacities with the risks in Mafraq Governorate.

1) Enhancing prevention through training and institutional strengthening

With the support of technical experts mobilized by Expertise France, the project will build the institutional capacity for risk management by:

• working on assessing risks, especially climate risks (flash floods), increase in heatwaves, etc.;

• declining national contingency plans in response to these risks;

• building the capacities and providing technical support to the JCD.

2) Supporting the operational capacities and the level of services delivered by the JCD

The regional operational capacities of JCD will be improved thanks to the provision/replacement of vehicles and equipment.

Impacts of the project

The project will contribute to improving the quality of the public service delivered to populations – including the refugee population from Syria, and will contribute to restore the social contract between the State and the different communities, host and refugees.

In addition to an increased capacity to respond to the needs of “daily” interventions, the project will improve knowledge of the risks and the preparation of the response to crises and disasters.

Implementation of the first contingency planning mission – July-August 2021

The "contingency plans" expert commissioned by Expertise France conducted the first "ToT" training sessions for Jordanian Disaster Risk Reduction actors in July and August 2021.

It aimed to build common approaches and understanding on targets, priorities and methods on contingency planning at regional level.

Implementation of the first risk assessment mission – July-August 2021

In July and August 2021, a workshop was organised in Mafraq and Amman to identify the needs and data available related to regional risks and threats, in accordance with the national strategy headed by the National Center for Security and Crisis Management (NCSCM).

The “risk assessment” expert commissioned by Expertise France then carried out a training of trainers for Jordanian Disaster Risk Reduction actors.
