The 5% Initiative, a key mechanism of Expertise France

The 5% Initiative is France’s indirect contribution to the Global Fund to Fight AIDS, Tuberculosis and Malaria and contributes to building a more effective response to pandemics and strengthening its impact for populations. It was set up in 2011 and helps recipients to access Global Fund financing and to improve the effectiveness of grants, mainly in French-speaking countries.

The 5% Initiative, which was launched in 2011, is a technical assistance mechanism led by the Ministry for Europe and Foreign Affairs and implemented by a dedicated team in Expertise France’s Health Department.

To strengthen the impact of France’s financial contribution to the Global Fund to Fight AIDS, Tuberculosis and Malaria (which today stands at over USD 4.5bn), the 5% Initiative provides technical assistance to some 40 countries, mainly French-speaking countries, to assist them with the preparation, implementation and monitoring of Global Fund grants.

The 2017 Activity Report reflects the commitment of the experts mobilised, project initiators, the French diplomatic network, civil society and partners, who are fully active in the fight against pandemics.

Mobilising varied and customised expertise

In 2017, the 5% Initiative team conducted 78 technical assistance missions, i.e. 34% more than in 2016, for a budget of EUR 5.6m. In the context of these missions, it has mobilised varied and customised expertise in 36 countries, either ad hoc or residential, for periods ranging between a few weeks to a year.

The experts have supported stakeholders from national coordination bodies – representatives of ministries, national programmes, civil society, technical partners and the private sector – in all the stages of the Global Fund’s financing cycle.

 

Supporting a wide range of actors

In the context of two thematic calls for projects launched in 2017, 10 projects were selected, for a total amount of EUR 12.2m. In line with the mandate of the 5% Initiative, the Steering Committee has decided to support a wide range of actors in 21 countries: international NGOs, French and foreign research institutes, foundations, national disease-control programmes, associations and small local civil society structures.

Thanks to this financing, initiatives will be launched or strengthened, and can subsequently be integrated into national programmes, or scaled up by the Global Fund in the countries concerned.

New challenges for 2019

As we move into 2019, the 5% Initiative team is gearing up to address new challenges: ramping up of the mechanism (with an annual budget increasing from EUR 18m to EUR 25m) and participation in the organisation of the Global Fund’s 6th Replenishment Conference.

France, which will host this event for the first time, has set an ambitious objective: highlight the outcomes achieved thanks to Global Fund grants in countries and manage to mobilise donors, in order to ensure sustainable financing for the fight against pandemics over the next three years.
