Developing human capital in Angola: launch of the RETFOP project

The RETFOP project was officially launched on 19 September in Luanda. RETFOP –Reviving Technical and Vocational Education and Training in Angola – is an original and innovative project financed with EUR 21.4m by the European Union and managed under a co-delegation agreement by the Institut Camões and Expertise France.

The main objective of the RETFOP project is to revive the technical and vocational education and training system, in order to improve its functioning and scale up training provision to meet the needs of the employment market and the development of Angola’s economy.  

To achieve this, RETFOP will support the development and upgrading of two types of technical and vocational education and training in Angola – technical and vocational education (TVE) and vocational training – via an adequate combination of studies, mentoring, training and technical assistance, with a view to an active and joint participation of all the key stakeholders.

Human capital development is one of the priorities of the Government of Angola, as set out in the “Angola 2025” strategy. Technical and vocational education and training are also key sectors for cooperation between Angola and the European Union.

Participants at the launching ceremony included the Ambassadors of France and Portugal, the Ambassador and Representative of the Delegation of the European Union to Angola, the Minister of Foreign Affairs of Portugal, the Minister of External Relations of Angola, the Minister of Education of Angola, the Minister of Public Administration, Labour and Social Security and the teams of Expertise France and the Institut Camões in Angola.
