Objective

This project aims to build the capacities of European Union Member States which request it, in order to support their efforts to deploy a green budgeting framework at national level.

The European Union has set the objective of achieving zero net emissions by 2050. In December 2019 it launched the European Green Deal as a roadmap to achieve carbon neutrality.

This new institutional context increases the importance of green budgeting in EU Member States. As green budgeting can facilitate budget management and help ensure that budget and fiscal policies are consistent with the national climate targets, the European Commission strongly supports the adoption of green budgeting tools.

Project objectives

The overall objective of the green budgeting training project is to build the capacities of EU Member States which request it, in order to support their efforts to deploy or test a green budgeting framework at national level through a training programme.

More specifically, the project will provide the Member States registered with:

1) Knowledge of green budgeting frameworks and practices (including institutional frameworks);

2) An understanding of the main methodological challenges in identifying expenditure, tax expenditure and revenues that benefit or harm the environment;

3) Guidelines on areas for improvement in order to create the necessary conditions and entry points for a green budgeting framework, or strengthen the national green budgeting framework in order to achieve various levels of development.

Training with three modules

The training programme will comprise three complementary components/modules:

An introduction to green budgeting frameworks and practices

A country-specific case study on green revenues and expenditure  

A guided diagnostic/self-assessment specific to each country concerning the national green budgeting framework.
