Objective

The project aims to continue the progress in the digital transformation of Greek administration in order to promote coordination between the State and civil society.

Context

The objective of the digital transformation of the administration is to make the use of information and communication technologies a central component of the reform of administration, to make it more effective, efficient, transparent and responsible and thereby increase the efficiency of the delivery of public services. This will also contribute to improving the transparency of public action.

Modern and efficient public administrations must provide rapid and quality services to citizens and an enabling environment to companies. In addition, they must transform their support services, rethink and review existing procedures and services and open up their data and services to other administrations and, as far as possible, to companies and civil society.

In 2019, the Greek Government made the digital transformation of the country a central component of its policy. To implement the digital transformation reform, the Government is working in coordination and cooperation with the private sector, universities and civil society for the digital transformation of the State, the modernisation of public administration, improvement in the quality of life of citizens and the reduction of costs.

In this respect, Greece benefits from the support of the European Union, thanks to which progress in the field of digital transformation is increasingly recognised.

Objectives

The project’s objective is to contribute to the ongoing reform on the digital transformation of the Government in Greece, in continuation of the support in place since 2019 for the Ministry of Digital Governance.

 

The project therefore aims to:

  • Improve the coordination and capacity of the Ministry for the implementation and quality of the portfolio of digital transformation projects
  • Support initiatives in key policy areas in accordance with the Digital Transformation Book
  • Support the implementation of the strategic plan for digital skills.

Expected project outcomes

The project’s activities should result in several outcomes, including:

  • Development of the 5th National Action Plan on open government
  • Participation in the preparation of the action plan for digital skills, including the activities to promote digital citizenship
  • Organisation of awareness-raising campaigns and provision of communication materials on the digital transformation of Greece and on the project
  • Development of a model of smart and carbon-neutral communities and islands
  • Development of recommendations to promote artificial intelligence technology and the resulting automation, both in the public and private sectors, with respect to the implementation of a coherent legal framework and specific activities in a given field.
