Objective

This project aims to increase Cameroon’s tax base by improving the process to mobilise domestic public resources from personal taxes.

Context

Cameroon’s tax system is currently mainly based on companies. Taxation on personal non-income producing assets and revenues is very low and holds taxation potential for making a more significant contribution to financing the State and decentralised regional and local authorities.

Cameroon’s Directorate General of Taxation wishes to benefit from the experience of the French tax administration. This particularly concerns the pre-filled personal income tax return process and, more generally, the methodology for comprehensive reforms and the functioning and organisation of its relations with French regional and local authorities.

Three lines of action

Expertise France will work with the Directorate General of Taxation in three areas:

 

1- Assist with the project for the annual pre-filled income tax return for personal taxpayers

The objective is to introduce a pre-filled personal income tax return. In association with third-party declarants, the information will be passed on to Cameroon’s tax services which will be able to integrate it into their personal tax return system.
 

2- Assist with the organisation and operationalisation of local tax centres and a special unit for the fiscal monitoring of eminent persons

A reform is underway to decentralise Cameroon’s tax services. It includes setting up local tax centres which will be responsible for monitoring and auditing taxpayers. Expertise France will work on the preparation of the service offer which the Directorate General of Taxation will submit to regional and local authorities for the division of these new responsibilities.
 

3- In-service vocational training

In association with PARFID, a regional training project implemented by Expertise France, this project will contribute to strengthening training provision for officials from the Directorate General of Taxation in Cameroon with specific modules on personal taxation.
