2025 Results: “We would like to enhance our presence in the field to strengthen public policy even during crises”

Ten years after it was founded, the agency is forging ahead, enjoying sustained growth while building its capacity for initiatives that closely match its partners’ needs. The agency now operates in 171 countries and on all continents, striving for governance, world health, sustainable development, security and education. In an increasingly unstable international environment, marked by conflict, climate disruption and economic tensions, Expertise France has adapted in order to respond to the challenges of resilience, sovereignty and sustainable change.
A well-consolidated growth dynamic and greater world presence
In 2025, Expertise France hit a new target with a 28% increase in its turnover compared to 2024, reaching 572 million euros. Project agreements worth 680 million euros have been signed, confirming the trust of international sponsors and partner states.
The agency now handles over 400 projects worth a total of 2.6 billion euros and calls on over 130,000 days of expertise worldwide. This growth shows a constant upward trajectory for the past several years: turnover increased from 237 million euros in 2020 to 572 million in 2025. This powerful upswing hinges on an increasingly well organised territorial network. Expertise France is now established in nearly 40 locations abroad, including 13 in-country offices for 15 priority states, especially in Africa, the Middle East and Latin America.
The agency’s gradual decentralisation has helped to strengthen proximity with institutional partners, identify local needs more quickly and develop projects adapted to local realities.
Africa remains the main territory in which the agency operates, accounting for 67% of operations in 2025.
Local establishment draws on a high level of humaninvestment: 1,800 experts and project team members are deployed on the ground alongside 870 workers at the head office. Theagency’s European dimension has also continued to grow. In 2025, 58% of funding came from the EU. Expertise France thus confirms the major role it plays in implementing the European Global Gateway strategy and “Team Europe” initiatives.
Flagship projects to foster transition and resilience
Looking beyond the figures, 2025 was a time of emblematic projects illustrating the diversity of talent leveraged by Expertise France. Starting with Côte d’Ivoire, the restitution of the “speaking drum” Djidji Ayôkwé was a high point in the collaboration between Expertise France and the Musée des Civilisations in Abidjan.
Expertise France also works in countries enduring lasting conflict: in Ukraine, the agency continued to help foster an eco-system for start-ups, modernise the regulatory framework and shape the nation’s attractivity for investors while maintaining ongoing initiatives to rebuild the healthcare system and ensure care for war victims.
In Syria, the agency works alongside the Syrian people affected by over a decade of conflict. The HERNES programme, conducted with the NGO Mehad, helps to maintain crucial health services in the north-east of the country, especially for women and children.
The agency has also stepped up its action in favour of gender equality. In the Democratic Republic of Congo, the project “Pour Elles” (For Women) supports economic empowerment for women by way of entrepreneurship and sport, while in Lebanon, the European programme WE-HUB encourages the participation of women in politics and economics.
Lastly, the agency confirmed its capacity to leverage French talent in innovative industries such as aerospace, digital, the arts, and the Blue Economy, with the WASOP programme, coordinated in Cabo Verde, which strives to reconcile the economy and the environment.
Fresh geographic and strategic perspectives
In 2025 and early 2026 new perspectives have opened up for Expertise France, in a context of a shake-up of international partnerships.
In Africa, the agency continues to reinforce its actions in favour of young people, regional infrastructure and the private sector. The launch of the SCOPE Africa project especially is slated to help improve port security and develop strategic sea corridors in West and Central Africa.
In the Middle East, Expertise France is already gearing up for a post-crisis situation. In Syria, several national reconstruction projects are being reviewed, for example in the form of support for the Central Bank of Syria in order to stabilise the economy and foster the nation’s financial reintegration.
In Central Asia, the agency is stepping up its presence to deal with connectivity and transport issues. A new Franco-German consortium with GIZ will thus help to develop the Trans-Caspian corridor across five countries in the region.
In Latin America and the Caribbean, Expertise France is developing regional programmes to push back against organised crime and provide support in cybersecurity and the green transition. The European programme SERPAZ for example, launched in 2025, is helping to push back against money laundering and transnational criminal networks in Ecuador.
Lastly, in the Indo-Pacific region, the agency is gradually extending its sphere of action towards South Asia, with new projects in India focussing on the management of natural catastrophes, forest fires and civil security.
These new initiatives demonstrate Expertise France’s determination to support sustainable change, strengthen the resilience of its partners and contribute to international cooperation based more on partnership, innovation and local realities.
