The Digital for Development (D4D) Hub is a strategic platform aimed at strengthening the European Union and its Member States' engagement to promote investments in a human-centred digital transformation in Sub-Saharan Africa, Latin America and the Caribbean, the Asia-Pacific region, and the EU's neighbouring countries.
Digital for Development, an innovative European digital cooperation platform
The Digital for Development Hub (D4D Hub) is the European digital cooperation platform. Launched on 8 December 2020, it gathers the main stakeholders from the European Union (EU) and 16 of its Member States, as well as the private sector, civil society and financial institutions based on a Team Europe approach.
The D4D Hub has several objectives:
- Coordinating European digital cooperation efforts to enhance their impact.
- Driving joint investments and strengthening digital cooperation between European and global partners.
- Encouraging multi-stakeholder collaboration and knowledge sharing among D4D Hub members, civil society, academia, and the private sector.
- Promoting the European approach to human-centred digital transformation.
The D4D Hub aims to shape a sustainable digital future for all by bridging the digital divide and placing people at the heart of digital transformations worldwide.
Strengthening the Team Europe approach for digital programming
The strength of the D4D Hub lies in the commitment of its members. Collaborating under the Team Europe approach, the European Union and its Member States have joined forces to establish themselves as key partners in digital cooperation. By bringing together cross-sectoral public entities (development cooperation, foreign policy, ICT, geospatial, etc.), financial institutions, and the private sector, the D4D Hub leverages Europe’s expertise, networks, and financial resources to provide a one-stop platform for its global partners.
At the global level, the D4D Hub serves as the strategic entry point for all projects to support the digital transition supported by the European Commission. By centralising digital cooperation projects and initiatives from European countries for emerging regions, the D4D Hub enhances Team Europe’s visibility and facilitates the creation of long-term public and private partnerships in Africa, Asia, Latin America, and the EU’s neighbouring countries.
Team France actively involved in the mechanism
Alongside Agence Française de Développement (AFD), Expertise France is involved and a fully-fledged member of the European consortium and secretariat of the D4D Hub. As a founding member, Team France has played an active role in shaping and structuring the project. Today, it holds a strategic position at the heart of the initiative, acting as a key player among European partners and stakeholders committed to a sustainable and inclusive digital transformation in partner regions (Africa, Latin America and the Caribbean, Asia, and the EU’s neighbouring countries). In particular, Expertise France leads the Asia-Pacific Branch of the D4D Hub and co-leads the Africa Branch alongside Enabel and AICS.

Framing Workshop for Safe Digital Boost for Africa in the COMESA Region – 4th-6th March 2025, Nairobi
The EU and COMESA, with the support of the D4D Hub, launched a scoping workshop for the Safe Digital Boost for Africa (SDBA) initiative in Nairobi, marking a key milestone in their commitment to a human-centred digital transformation. The initiative aims to improve the interoperability of mobile payment systems, promote e-commerce, and strengthen digital trade in Sub-Saharan Africa.
Session on Natural Disaster Management with Copernicus Data at the Asia-Pacific Ministerial Conference on Disaster Risk Reduction (APMCDRR) – 14th-17th October 2024, Manila
The D4D Hub coordinated a side event at the APMCDRR, highlighting how Team Europe and the Copernicus Centre in the Philippines can enhance disaster management through Earth observation data. This session showcased the added value of the Copernicus centre and discussed strategies for integrating Copernicus data and services into national and regional disaster management frameworks.
