KCR Project - Enhancing Cybersecurity Resilience in Kenya

Today, Kenya is a major hub of the digital economy in East Africa. The growth of online public services, electronic payments, and digital platforms is supporting growth, innovation, and inclusion. However, these dynamics expose the country to increasingly frequent and sophisticated cyber threats.

Against this backdrop, cybersecurity has become a strategic issue, at the crossroads of economic development, public governance, and national stability.

In 2020, the Kenya Computer Incident Response Team (KE-CIRT), which is responsible for responding to cyber incidents at the national level, detected nearly 100 million cyber threats. The main risks identified include ransomware, malware, and phishing campaigns.

The Kenya Cybersecurity Resilience (KCR) project was designed to address these challenges. KCR is funded by the European Union and implemented by Expertise France. It seeks to sustainably strengthen the resilience of Kenya’s cybersecurity ecosystem.

Its objective is to contribute to an open, secure, and inclusive cyberspace that benefits citizens, public institutions, and the digital economy.

Consolidating governance and strategic frameworks

The KCR project supports Kenyan authorities in enhancing governance, legal, and policy frameworks in cybersecurity matters. It is based in particular on the analysis of the national cybersecurity strategy adopted in 2022, in order to identify priorities and make operational recommendations adapted to the national context.

The project’s actions seek to improve institutional coordination, clarify the roles and responsibilities of public actors, and strengthen the protection of critical digital infrastructure.

Building national operational capacities

The KCR project supports the development of national capacities to prevent, detect, and respond to cyber incidents. It helps improve public policies, procedures, and tools used by the qualified institutions.

Targeted capacity-building and training actions targeting public-sector officials are implemented, in order to improve the country’s preparedness for cyber incidents and ensure the continuity of essential services.

Boosting trust and safe digital uses

The project also pays special attention to trust in cyberspace. It supports the development of a cybersecurity culture among users, organisations, and businesses, by promoting cyber hygiene and responsible digital practices.

These actions help reduce vulnerabilities related to digital uses and strengthen citizens’ commitment to digital services.
