Financed by the European Union, the project aims to facilitate the deployment and long-term presence of the Model Regiment of the Lebanese Armed Forces in the South Lebanon region.
The international community is supporting Lebanon
In August 2006, the members of the United Nations Security Council voted Resolution 1701 aimed at ending the Israel-Lebanon conflict. In addition to the ceasefire, the Resolution called for the withdrawal of the Israeli forces and their replacement by the deployment of the Lebanese Armed Forces (LAF) and the United Nations Interim Force in Lebanon (UNIFIL) in the south of Lebanon. In 2017, a new United Nations resolution endorsed this last point and noted the creation of a “Model Regiment” in the Lebanese army in order to increase the border controls of the LAF and strengthen State presence in South Lebanon.
It is in this context that in 2018, at the Rome II Conference, the European Union announced a series of measures to strengthen the capabilities of the LAF. One of these measures aimed to support the construction and equipment of the Model Regiment’s headquarters to allow its deployment and, in the long term, strengthen the presence of the Lebanese State in the south of the country.

Supporting the deployment of the Model Regiment
Expertise France was appointed to implement the “Consolidating the Presence of the Lebanese State South of Litani River” project in 2019. The objective is to improve the stability, security and sovereignty of the Lebanese State by strengthening the deployment capabilities of the Lebanese Armed Forces in the south of the country.
More specifically, this project aims to build and equip the headquarters of the future Model Regiment, located in the town of Srebbine (South Lebanon). This will allow the regiment’s deployment in the area of operations of the UNIFIL and strengthen the joint LAF-UNIFIL patrols.
Un poste de commandement pour la stabilisation du Liban
During the project, a 6,000 m² command post capable of accommodating 310 military personnel was built, despite the constraints imposed by the pandemic and the economic crisis in Lebanon. Designed from an existing building, this facility includes all the necessary functions and services for the Lebanese Armed Forces in terms of command, operations, accommodation, and logistics. Every stage of the project was planned to maximize the operational efficiency of the LAF.
Beyond the construction of infrastructure, the project had a significant impact on the development of the Model Regiment and the LAF’s capacity to manage their missions autonomously in southern Lebanon. These actions will have a positive impact on the army’s overall performance.
Thus, the project has contributed to strengthening not only the security of the region but also the long-term stability of Lebanon.
An example of successful international cooperation driven by the European Union
POCOREMO is the result of close collaboration between the European Union and Expertise France, aimed at responding to the needs expressed by local authorities.
This partnership made it possible to overcome the logistical and economic challenges caused by the various crises in Lebanon, thanks in particular to the involvement of the Lebanese stakeholders, the support of the European donor, and the professionalism of the companies involved.
This project is part of a broader European Union initiative to strengthen the capacities of the LAF and thus promote peace and stability in fragile regions.
With the implementation of POCOREMO, Lebanon takes another step towards enhanced security and sovereignty, building the foundations for a stable future.
