Five years of support for the budget reform in Morocco

On 11 July, the closing ceremony was held for an institutional twinning operation with the Moroccan Ministry of Finance (MEF). This operation aimed to support the implementation of the reform of the Organic Law on the Finance Law (LOF). This twinning operation was financed by the Deauville Fund, which is managed by the World Bank and implemented by Expertise France.

As with European twinning operations, this twinning project has assisted Morocco in carrying out a structural reform by focusing on peer-to-peer exchanges. For five years, a team of French experts from the departments of the Ministry of Finance and sectoral ministries and operators, coordinated by Frank Mordacq, former director of the Budget Reform, assisted the implementation of the new Organic Law on the Finance Law (LOF).

Adopted in 2015, this new organic law defines new rules for the preparation and execution of the budget. It enshrines the principles of the presentation of accounts, responsibility and performance and contributes to strengthening budget transparency.

Very operational support

The support has helped build the new reference frameworks for the organic law in order to facilitate its application (application decrees, practical guides, training, multi-annuality). The team mobilised by Expertise France has also assisted the sectoral ministries with the application of these new rules and with the preparation of a system to monitor and evaluate the performance of programmes. Finally, it has contributed to the preparation of the reform of the public investment management system (PIMS).

Successful cooperation

The recognition of this project has contributed to the development of Expertise France’s activity in the field of economic and financial governance in Morocco, which has become one of the agency’s main sectors of operation in this country. The Agence Française de Développement, the World Bank and the European Union have also entrusted it with the implementation of projects in the field of training, gender-responsive budgeting (GRB), the public investment management system (PIMS) and support for the planning of Morocco’s migration policy.

The fruitful cooperation between Expertise France and the Ministry of Economy and Finance will therefore continue with the ongoing projects, in particular in the context of a new project for the operationalisation of the LOF with financing from the European Hakama II programme.

An asset for South-South cooperation

Furthermore, the reform has become a model and opens up new possibilities for partnerships with MEF: in view of the development of South-South cooperation, Moroccan expertise is being mobilised in the context of technical cooperation projects conducted by Expertise France.
