Signing of the 2020-2022 Terms of Reference of the 5% Initiative against HIV, tuberculosis and malaria

The French Ministry for Europe and Foreign Affairs has renewed its confidence in Expertise France for the implementation of the 5% Initiative, a facility that aims to improve access to and the performance of grants from the Global Fund to Fight AIDS, Tuberculosis and Malaria in 40 eligible countries, mainly French-speaking countries.

During the Global Fund’s 6th Replenishment Conference, which was held in Lyon on 9 and 10 October 2019, over USD 14bn were raised, i.e. the largest amount ever collected by a health organisation.

France played a major part in this success by hosting this conference and pledging to increase its contribution for the next three years by 20%. This strong commitment to the fight against AIDS, tuberculosis and malaria has also led to an increase in the share dedicated to the 5% Initiative, a complementary technical assistance and support mechanism for Global Fund recipient countries. The 5% Initiative now has an annual budget of EUR 38.8m (2020-2022). 

The 5% Initiative aims to improve the effectiveness of grants in eligible countries, especially French-speaking countries. Since it was set up in 2011, it has developed a real arsenal of technical assistance, in priority towards West and Central African countries (80% of commitments in 2017-2019). At the same time, it contributes to the emergence of innovative and catalytic programmes, via thematic calls for projects targeting health systems and vulnerable populations and a call for projects supporting operational research.

With the signing of these new Terms of Reference, the 5% Initiative aims to uphold an ambitious vision for the next three years: contribute to strengthening health systems and the mobilisation against pandemics in order to support and complement the Global Fund’s missions. Mobilising expertise, supporting catalytic projects, producing knowledge and supporting the influence of French-speaking actors are all objectives set by the 5% Initiative team, which works in Expertise France’s Health Department.
