Kenya is a country faced with a huge number of cyberattacks. This project aims to build the country’s cybersecurity capabilities.
A surge in cyberattacks in Kenya
In recent years, Kenya has become a leading economic hub in Africa. It is a key player on the international stage, with an increasing role in international trade.
But Kenya is also a prime and lucrative target for cyberattacks due to its dynamic economy, the increasing use of online services and digital technologies, but also because the country has a weak legislative and regulatory framework in this area. It is thereby one of the African countries most affected by cybercrime, along with Morocco and South Africa.
100 million cyber threats
In 2020, the Kenya Computer Incident Response Team (KE-CIRT) detected nearly 100 million cyber threats. The main threats are ransomware, malware and phishing.
These vulnerabilities expose critical infrastructure and Kenyan companies, thus jeopardising the country’s economic stability and national security. They also leave the door open to campaigns orchestrated by foreign regimes and potential interference, which would undermine its democratic system.
As a result, there are a growing number of identity thefts, online frauds, thefts of sensitive information and confidential data, as well as considerable financial losses, which undermine the reliability of the country and its companies. But Kenya is also a country faced with the challenges of chronic poverty and persistent inequalities. These economic and security threats thereby prevent the country from achieving its development objectives.
Reinforcing Kenya’s cybersecurity systems
The objectives of this project are aligned with digital investment priorities and democratic principles and values. The project aims to reinforce cybersecurity in Kenya to ensure that citizens benefit from an open, free, secure and gender-sensitive cyberspace.
It will work to facilitate the adoption and implementation of a cyber-resilient approach. This involves identifying gaps in the National Cybersecurity Strategy adopted by Kenya in 2022, and making concrete proposals for decision-makers on how to make the necessary adjustments.
To ensure the security of infrastructure essential to national security and economic growth, national operational capabilities will be reinforced to prevent and address cyber incidents. This includes improving public policies, procedures, and the tools used. Public sector personnel will also be given targeted training.
Another objective will be to boost user and business confidence in cyberspace. The project will thereby assist with the development and implementation of a national digital hygiene awareness strategy.
