Consacrées au Pacte vert pour un avenir durable, les Journées européennes du développement 2021 (EDD 2021) se dérouleront les 15 et 16 juin en format 100% digital. Impliquée dans des programmes européens de coopération internationale tels que CRIMARIO, GoGIN, EUROCLIMA+, SOCIEUX+, EL PAcCTO et le Post-2020 Biodiversity Framework-EU Support, Expertise France y sera présente aux côtés de ses partenaires européens pour débattre de thématiques comme l’économie bleue, la finance verte, la biodiversité ou encore la protection sociale face aux événements climatiques extrêmes. Alors que la pandémie actuelle a montré les liens qui existent entre santé humaine et santé de la planète, la reprise post-Covid représente une opportunité de reconstruire des sociétés et des économies plus vertes et plus inclusives. Dans cette optique, la 14e édition des Journées européennes du développement sont l’occasion de réfléchir sur ce sujet, en amont de la COP15 sur la biodiversité à Kunming en octobre et de la COP26 sur le climat à Glasgow en novembre.

Securing the oceans for the blue economy? Maritime domain awareness and security as conditions for developing and promoting the blue economy

Agora session, June 15th, 11.40 AM to 11.50 AM

While the threat of piracy is now deemed to be under control, countries need to be able to prevent its resurgence with their own resources and also to be capable of tackling all forms of organised transnational criminality which threaten their maritime domain. There are also issues related to sustainable development and the blue economy, particularly the fight against illegal, undeclared and unregulated fishing problems.

How to concretely improve the knowledge of activities at sea and promote blue economy development ?

Experts will feed the debate with solutions already implemented in the Gulf of Guinea (GoGIN project) and the Indo-Pacific region (CRIMARIO project) such as: the sharing of information at the inter-administration and regional level and th development of specific maritime tools.

Partnerships for climate finance and a green recovery: How to close the climate investment gap and promote a green recovery in Latin America and the Caribbean?

Practical information: Brainstorming lab, June 15th, 4.00 PM to 5.15 PM

The European Green Deal calls for a fundamental transformation of development models based on collaborative action. Shifting investment flows is essential to achieving the goals of the Paris Agreement and ensure a green recovery in the aftermath of the COVID-19 pandemic. All players must work together effectively to close the climate investment gap.

Based on successful practices in the Latin American and the Caribbean region, the session will seek new ideas to trigger transformation for sustainable finance by focusing on three main threads: strengthening national policy framework conditions; developing bankable green projects; creating strong partnerships tailored to sustainable objectives and promoting a green recovery.

Biodiversity conservation and water harvesting for climate commitments in Latin American and the Caribbean: Ancestral knowledge and modern economic tools to enhance socio-ecological resilience

Agora Session, June 15, 11.40 PM to 11.50 PM

Water is an essential asset and precondition for development. Maintaining this environmental service requires the conservation of healthy and resilient ecosystems. The EUROCLIMA+ project ”Water sowing and harvesting in Costa Rica and Peru” enhances the peer-to-peer exchange of ancestral knowledge and application of modern economic tools. This form of participatory South-South learning is supported by the “Forest, Biodiversity and Ecosystems” (FBE) thematic area. It contributes to achieve the Nationally Determined Contributions (NDCs) of both countries in the context of climate change, equitable governance while contributing to biodiversity conservation. It opens inspiring pathways of innovative forms of development cooperation which will be discussed in this session.

Adaptive social protection in the development agenda

Lab Debate, June 16th, 11.50 AM to 12.35 PM

Adaptive social protection systems combine policies and techniques from social protection, climate change adaptation and disaster risk reduction (DDR). With this approach, social protection programs become more flexible, can quickly be extended to populations affected by shocks and reinforce households’ resilience. Yet adaptive social protection is not systematically included in development strategies, be it in Nationally Determined Contributions (NDCs), social protection or DDR strategies. 

This session will bring together experts from these different fields to discuss how adaptive social protection can be put at the forefront of the policy agenda to help households and communities anticipate, absorb, and recover from climate shocks.

From conservation to transformative change for biodiversity. On the road to CBD COP15

The momentum is growing to turn 2021 into a year for transformative action for Nature and People. While the targets related to conservation and protected areas set at COP10 of the Convention on Biological Diversity are some of the few with good hopes of being achieved, the question of their actual contribution to biodiversity governance remains. Are protected areas enough to bend the curve of biodiversity loss? Which other mechanisms should be considered to ensure conservation and human wellbeing? How should these be enshrined in the wider framework of nature governance and sustainable development? Hugo Rivera-Mendoza from Post-2020 Biodiversity – EU Support and Meriem Bouamrane, Chief of Section Ecology and Biodiversity, Division of Ecological and Earth Sciences, UNESCO Man & the Biosphere Programme (UNESCO) will discuss the pathways to transformative governance of biodiversity.

A zero pollution ambition for a toxic-free environment: For a new framework for the international sound management of plastics, chemicals and waste

High-level panel, June 15, 2.55 PM to 3.55 PM

This panel aims at giving more visibility to the chemicals and waste cluster within the international community and particularly within the development community. It will present the main environmental issues linked to plastics and chemical and waste, and underline the fact that the EU has an essential role to play at the international level, with the European Chemicals Agency and European regulations related to plastics, chemicals and waste as well as circular economy. The inclusion of these topics in the Green Deal is evidence of the importance of these subjects. This panel will also be an opportunity to present the stakes for the adoption of a new beyond-2022 framework for chemicals management and for the launch of international negotiations on a global agreement on plastics.

Environmental crimes, a major issue in fighting transnational organised crime in COVID times

EL PAcCTO Stand in the Global Village, June 15 and 16

EL PAcCTO is a European Union programme that aims at strengthening the fight against transnational organised crime in Latin America.

Since the beginning of the pandemic, the territorial expansion of criminal groups has caused a rise in environmental crime. It is urgent to work on it. Two bi-regional networks were born under the support of EL PAcCTO: the Jaguar network, which comprises police officers specialised in environmental crimes, and the Environment Protection Network, related to specialized prosecutors’ offices. Europol, Eurojust and the Envicrime EMPACT are part of those networks.
